If one day in the future google happens to be the sole custodian of the complete history of literature ever, they are therefore in a position of awesome power, able to say who can read what and who can’t. Sadly, all of these laws have already been passed. The fact that we are in lockdown is down to rules imposed post 9/11, a dubious event in its own right. The emergency status, in most countries, can be perpetuated, for multiple reasons, indefinitely. From here, as you say, some minor additional points will be added to that legislation.
