They are currently extorting more money from the population than the government collects in taxes, meaning that it is only a matter of time before they become the de facto government. They're always bleating on that the West doesn't treat them as equals. The reason Al-Shabab are resurgent is because the AU has reduced its presence in Somalia. I'm sure the Banana republic dictators and the dune dwellers can scrape together a few billion to fund a troop surge. The west can provide logistical and intelligence support. The reason the UK didn't take part in Operation Gothic Serpent was because the place is another Afghanistan. Foreign interventions nearly always provoke violent resistance from the majority of the population. Something the Americans found out to their cost when they got their arses handed to them by a bunch of teenagers armed with RPGs. If Al-Shabab want to try their luck in Europe, they will find that they will get the same treatment as their ISIS mates by getting tuned into a puddle on the floor by a swarm of drones armed with hellfire missiles.
