Bike Riders not Dressed in the Proper gear in the Dark this Winter

There are some serious numpties around at the moment. I drive a car and ride a bike and am appalled at the lack of common sense surrounding 'being seen' at night by these coves. A particularly badly lit cycle path near me has me careering into people with no lights, dark clothing speeding along like loons... also dog walkers lurking on cycle paths with their black dogs, you literally don't see them until it's too late, then they get all annoyed with you. Listen up pop pickers, wear a helmet, reflective clothing and buy some lights ffs and make my blood pressure come down a bit.
