Its the stock answer everytime that incompitence is uncovered ie Baby P, overspends and wastage in govt depts, negligence in the NHS. It basically means fuck all because 99.9999% it doesnt , they just go and do the same again ot just make sure its covered up better next time so it goes undetected.
