Washing Dishes, English Style

I have witnessed this many times in UK. Maybe just the working classes but it's like this - Make bowl of warm water with farry liquid, take dirty dish, dip dirty dish in bowl, place dish on the side. Is this normal for English? No scrubbing, wiping or ransing and no drying... just let the dish on the side with soap suds? You dirty lazy counts.
