The other issue is looking at the perspective of who is judging.  Currently the liberals hold Obama with high regard, the socialists dislike him (he didn't do enough) as do the conservatives (he did too much). Look at Thatcher, loathed and adored in equal measure.

True, America recovered from the financial mire, though the Bush administration did a lot of the groundwork and he appears to have been a decisive commander-in-chief. Finally, he was an outstanding communicator - his final UN speech was a brilliant assessment of the world today.
