What you are missing is that most of the people whom the legislation is supposed to protect don't really give a fuck. Much of it is "offence by proxy" with a few tosspots misusing the legislation and tarring the rest with it. The most typical things these "offence by proxy" cunts will say is  "But you can't say that.".
