They have all that cash and they spend it on a cyborg policeman that weighs two tons, can't run, is only equipped with a hand cannon that would blow a suspect in two and has no handcuffs or tazing equipment and has constant PTSD flashbacks to his own traumatic death whenever he's not malfunctioning in some way. They could have just used the budget to improve the existing police force tenfold, and would probably still have enough to invest in social projects to make sure the city of Detroit wasn't such a shit hole to begin with. Also he's not even a robo-cop. He's a bloody cyborg. You could easily kill him again by shooting him in the mouth through that silly chin visor on his helmet. Very silly movie all around.
