That's terrible. This one incident of poor inter-departmental communication to resolve a plumbing issue is clearly a good reason to close the whole rotten HA and transfer responsibility to the LA.

As you're the man with inside knowledge can I ask whether the LA you think best suited to taking on the HA's responsibilities is the very same LA whose previous Chief Executive left with a huge pay off? I say pay off as the LA is calling the payment anything but a "pay-off" presumably 'cos it would require the approval of an external auditor or otherwise be illegal. Is this also the same LA where middle mangers were accused of waging a baseless "vendetta" against several experienced foster parents simply because they were asking awkward questions?  Even worse, the same LA, in response to the ensuing furore and accusations of cover-up, declared that they would instigate a robust and transparent enquiry so all well and good, except for some reason the "vendetta victims" (i.e. experienced foster parents who were suddenly excluded from fostering) were excluded from the enquiry and were not invited to make submissions. When the LA relented the victims were given very short notice to make their submissions. As I understand it very few LA heads rolled but it still remains a murky episode...

Was maybe wrong to sell them to HAs in the first place, but the benefit now of HAs is they build houses, and have the workforce in place. In the housing white paper, there's a trial starting for HA right to buy in june in the midlands area, and then they'll probably drag full roll out until the next election as a vote winner. Most of the bigger HAs are run fine. The tenants who live in bad conditions are generally the buy to let tenants. I've worked on a few of these houses.

Am I right in saying that LA's approached most HA's simply to add more readily available housing stock?  They both used to be disassociated from each other, and HAs would only house specific people with specific needs subject to each individual HA, who in the main were always(?) 'charitable organisations' with different approaches & terms than Local Councils. Well, they used to be like that in my manor, and many folks would have gone out of their way to chose a Housing Association over a Local Council as their landlord, due not only to prevent being governed by the rules of a Local Council, but also the HA's properties back then, were certainly better than say some of those belonging to the LA. on run-down Estates for example.   I'm fairly sure too, that some LAs paid & subtracted HAs to build homes for them, and on the cheap, which saved the LAs bundles whilst also passing the buck back to an HA when the inevitable problems with those homes kick- off. 

Also Decs (some areas like my own in Surrey) only have Social Housing, built during the 1930s -1950s and in terms of their longevity & condition are as good today as they've always been. Built by proper builders rather than some Polish-speaking oik wearing a Council hard-hat and just arrived from Jobseekers, with a flat-pak plan.
